Everyone dreads the pushback that innovative projects can face from skeptical planning commissioners. But SteelWave's proposed 730K SF office and R&D campus at 101 Terminal Court offers a masterclass in winning over the critics.
Rather than reject its bold architectural vision, the South San Francisco Planning Commission embraced the project's potential to inspire.
How?
By showing that form follows function, sustainability leads to livability, and even parking garages can uplift.
Initially, some commissioners balked at the 1,300 space parking garage, fearing congestion at the already narrow entrance road. Commissioner Baker initially was concerned about the garage being accessible only through a narrow road, potentially causing congestion. However, he noted the addition of a second access road and planned stoplight mitigated these concerns.
But SteelWave flipped the script, unveiling plans to mitigate concerns through a second access road and traffic light.
Other members voiced doubts over the public open space, questioning whether it would truly welcome surrounding residents. Commissioners Funes-Ozturk and Shihadeh urged the developer to proactively engage the community and make it known the public open space is open to all, not just tenants.
In response, the developers spotlighted the project's connection to transit, shuttle service, and a pledge to host public events on site. Beyond solving problems, the team wowed the Commission with the project's perks. Citing the “iconic and unique design,” LEED Gold certification, and integration of local public art, they conveyed a meticulously crafted vision. As Commissioner Pamukcu raved:

‟ I’m excited about the design, both art and landscape.
You know, sometimes you hear from the community that the new proposals are a drab, and this is not that.
The takeaway? With thoughtful planning and visionary design, development and community can thrive hand in hand. SteelWave's 101 Terminal Court shows the sky's the limit when we build support from the ground up.
